By The Haryana Government has unveiled a series of initiatives aimed at strengthening employment opportunities and future-ready skills for young people across the state. Chief Minister Nayab Singh Saini announced that more than 5.4 lakh candidates who have qualified the Common Eligibility Test (CET) will receive financial support under the SAKSHAM Yuva Scheme from November 1, while the government will significantly expand training in artificial intelligence, robotics, drones and other emerging technologies.
The announcements were made during a review meeting on the Employment, Skill Development and Industrial Training Department and the Haryana Skill Development Mission under the Viksit Bharat Vision 2047 framework. The government said its focus is on combining skill development with employment generation to prepare Haryana’s youth for the changing demands of the job market.
SAKSHAM Yuva Scheme to Benefit Over 5.4 Lakh CET Candidates
The Chief Minister said that 540,428 CET-qualified youth have been identified through a government survey and will be covered under the SAKSHAM Yuva Scheme. Eligible candidates will be provided 100 hours of work every month. If they are unable to secure permanent employment within two years, they will receive an allowance under the scheme beginning November 1.
Reward and Employment Support for Global Skill Competitors
Saini also highlighted Haryana’s growing focus on excellence in vocational skills. Five young participants from the state have been selected to represent India at an international skills competition scheduled to be held in China this September. He announced that medal winners will receive ₹10 lakh in financial assistance along with government employment support.
To strengthen skill training infrastructure, the government will establish a State Art and Culture Centre for skill faculty training at Umri village in Kurukshetra. Entrepreneurship Development Centres will also be developed in Fatehabad, Sultanpur and Antedi to encourage innovation and self-employment.
AI-Based Portal for Skill and ITI Data
The Chief Minister directed officials to develop an AI-powered digital portal that will integrate data related to Industrial Training Institutes (ITIs) and skill development programmes. The platform is intended to help industries quickly identify trained manpower while enabling better coordination between employers and job seekers.
He also instructed departments to conduct review meetings every three months to monitor the progress of ITIs and skill development initiatives.
Panchkula and Gurugram to Emerge as AI Hubs
As part of Haryana’s long-term strategy, Panchkula and Gurugram will be developed as dedicated Artificial Intelligence hubs. The government plans to launch specialised training programmes that will equip young professionals with advanced AI skills while positioning the state as a centre for technology-driven education and innovation.
Officials informed the meeting that the government aims to provide hard skill training to two lakh youth. Existing ITIs across Haryana will be modernised, while a regional campus of Shri Vishwakarma Skill University will be established in Fatehabad as a Centre of Excellence. The Chief Minister also directed officials to conduct surveys to identify technically skilled youth and introduce new ITI courses aligned with industry requirements.
Expansion of ITIs Across Haryana
The government has also set an ambitious target of establishing an ITI in every block of the state. At present, 117 of Haryana’s 143 blocks have Industrial Training Institutes.
New ITIs will be opened in Jhojhu Kalan, Karirupa, Rankoli (Charkhi Dadri district) and Pillukhera, while the Women’s ITI at Narnaul is being upgraded. Construction of new ITIs is also underway at Barwala (Panchkula), Basantpur (Kurukshetra) and Nalvi Khurd.
Modern Centres for AI, Robotics and Drone Training
To prepare youth for next-generation careers, Haryana is establishing advanced training centres focused on Artificial Intelligence, Robotics and Drone Technology in Karnal, Panchkula and Panipat. Equipped with modern laboratories and advanced equipment, these facilities will receive a government investment of ₹20 crore.
Senior officials, including Employment, Skill Development and Industrial Training Department Principal Secretary Vijay Dahiya, Amneet P. Kumar, Deputy Principal Secretary to the Chief Minister Yashpal Yadav, OSD Raj Nehru and other senior officers, attended the review meeting.
