Haryana Cabinet Approves New Rules to Regulate Private Coaching Institutes

Private coaching institutes in Haryana will now face tighter regulatory requirements, with the state government making registration, fee disclosure, faculty information and basic safety standards part of a new framework. Institutes will have to publicly share details of their courses, batch sizes, teaching staff and facilities, while their registration will remain valid for three years.

The Haryana Cabinet, chaired by Chief Minister Nayab Singh Saini, has approved the Haryana Private Coaching Institutes (Registration and Regulation) Rules, 2026. The rules have been framed under the Haryana Registration and Regulation of Private Coaching Institutes Act, 2024, which covers centres providing coaching for higher education, government jobs, professional courses and competitive examinations.

Registration to become mandatory

Under the new framework, both existing coaching centres and institutes planning to open new centres will have to register through a designated online portal.

The registration fee has been fixed at Rs 10,000, payable electronically. Authorities will examine applications within 30 days and issue a registration certificate once all required conditions are met. The certificate will be valid for three years.

Institutes seeking renewal will have to apply at least one month before their existing registration expires. The renewal fee has been fixed at Rs 5,000, with renewal subject to scrutiny and compliance with the prescribed requirements.

Institutes will have to disclose course and fee details

The new rules are designed to bring greater transparency to the coaching sector. Registered institutes will have to maintain records and provide information to the authorities every year. They will also be required to upload key information on their official websites.

The information will include the courses and curriculum being offered, course duration, fee structure, classroom capacity, number of students in each batch and the qualifications and biodata of teaching, counselling and non-teaching staff.

Institutes will also have to provide details about the available coaching area in relation to their student strength.

Focus on student facilities and safety

The regulations also lay down minimum requirements for facilities available to students. These include adequate furniture and lighting, drinking water, separate toilets for male and female students and appropriate fire-safety arrangements.

Where applicable, institutes will also have to disclose information about first-aid or medical assistance, parking facilities, libraries or reading rooms, Wi-Fi, smart boards, computer laboratories, hostels and canteens.

Building-related information will also form part of the registration process. Institutes will have to specify whether their premises are owned, leased or rented and submit relevant fire-safety and structural-stability certificates.

They will also have to indicate whether their buildings are accessible to specially-abled students and provide details of character and antecedent verification of staff members.

Restrictions on coaching during regular school hours

The rules also address the academic schedule of students. Coaching classes for students enrolled in schools or other educational institutions cannot be conducted during their regular study or working hours.

The Haryana government has positioned the new regulations as a way to make the private coaching sector more transparent and accountable. The framework will also give authorities a formal mechanism to monitor institutes, check compliance and ensure that students receive services in a safe and properly regulated environment.
