Prime Minister Narendra Modi on Sunday outlined India’s long-term vision for the Indian Ocean, calling for a region driven by peace, prosperity and equal partnerships rather than geopolitical competition. Speaking after bilateral talks with Seychelles President Patrick Herminie, Modi said India wants the Indian Ocean to emerge as an “Ocean of Opportunity” where security and economic growth go hand in hand.
The remarks came during Modi’s official visit to Seychelles, where the two leaders held delegation-level discussions covering the full spectrum of bilateral relations. Their talks focused on strengthening cooperation in maritime security, trade, development, climate resilience and regional stability, while also reviewing progress on ongoing collaborative initiatives.
Addressing the media after the meeting, the Prime Minister stressed that India’s approach to the Indian Ocean is guided by mutual trust, respect and shared prosperity. He said meaningful partnerships should never be determined by the size or strength of nations, but by common interests and a commitment to inclusive development.
“Our vision is to make the Indian Ocean an Ocean of Opportunity,” Modi said, adding that maritime security and economic advancement must move together to ensure lasting peace and sustainable growth across the region.
India has consistently viewed Seychelles as one of its key strategic partners in the western Indian Ocean. The island nation occupies an important position along major maritime trade routes, making cooperation in coastal security, maritime surveillance and disaster response a significant pillar of bilateral engagement.
During the discussions, both sides reviewed existing projects and explored ways to deepen collaboration across sectors such as the blue economy, renewable energy, digital technology, healthcare, capacity building and infrastructure development. The leaders also exchanged views on regional and global developments, reaffirming their commitment to a free, open and secure Indian Ocean.
India has expanded its engagement with Indian Ocean nations in recent years through initiatives aimed at enhancing connectivity, strengthening maritime capabilities and supporting sustainable development. Seychelles has been a major beneficiary of Indian assistance in areas ranging from defence cooperation and coastal surveillance to education, healthcare and community development projects.
Prime Minister Modi reiterated that India’s regional outreach is based on partnership rather than dominance. He said countries in the Indian Ocean region share common opportunities and challenges, making cooperation essential for ensuring stability, economic resilience and secure sea lanes.
The visit is expected to further strengthen the strategic relationship between India and Seychelles, with both countries expressing their commitment to expanding collaboration in areas of mutual interest. Officials believe the renewed emphasis on maritime cooperation and regional development will reinforce India’s role as a trusted partner in the Indian Ocean while contributing to greater regional security and prosperity.
