By Haryana Chief Minister Nayab Singh Saini has directed officials to strengthen the state’s startup ecosystem by ensuring that every district becomes a hub for entrepreneurship. Chairing a high-level review meeting on the Haryana Vision-2047 Vision-to-Action Plan at the Civil Secretariat, the Chief Minister stressed that aspiring entrepreneurs should be able to launch businesses without facing unnecessary administrative hurdles.
The meeting focused on strengthening MSMEs, industrial development, startups, and the role of the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC). The Chief Minister said the government aims to create an ecosystem where innovation, local manufacturing, and employment generation move forward together while making Haryana a preferred destination for new businesses.
As part of the plan, Mr. Saini directed officials to develop a dedicated Wooden Zone and Wooden Market in the Barwala region, complete with modern showrooms to promote the local wood industry. He said the initiative would enhance market opportunities for artisans, increase incomes, and create new employment opportunities.
The Chief Minister also called for the organisation of Swadeshi Fairs across every district through a structured annual calendar. To strengthen women-led enterprises, he instructed officials to involve Self-Help Groups (SHGs) on a larger scale in the production of traditional rakhis and facilitate their sale on leading e-commerce platforms such as Amazon and Walmart, enabling local products to reach national and international markets.
To make doing business easier, the state government will establish a State Innovation and MSME Council along with a Startup Advisory Council Haryana. The government also plans to streamline business approvals through a revamped single-window clearance system, reducing the approval timeline from 45 days to 30 days initially, with a long-term goal of cutting it by nearly 50 percent.
The Chief Minister was informed that dedicated Startup Contact Officers have already been appointed in every district to provide handholding support, mentorship, and guidance to entrepreneurs throughout the process of establishing and scaling their ventures.
Officials also briefed the Chief Minister on the progress of the state’s flagship Padma Scheme, under which ten new industrial clusters are being developed across Haryana. To improve access to capital, the government is setting up a ₹2,000 crore Haryana Startup Fund of Funds, while a ₹250 crore Atmanirbhar Startup Venture Fund has already been launched to support emerging enterprises.
The meeting further highlighted plans to establish specialised skill development centres in 100 high-potential rural clusters in collaboration with the Skill Development Department. These centres will focus on region-specific industries, including bead manufacturing in Hisar, handloom in Panipat, agricultural equipment and dairy in Karnal, and pottery in Yamunanagar.
New vocational courses will also be introduced in Industrial Training Institutes (ITIs) under the PM SETU initiative. In addition, at least 25 industry-led ITIs will be adopted by private companies to improve employability, with the target of providing direct employment opportunities to more than 70 percent of trainees.
To encourage women-led businesses, the government has earmarked ₹11.5 crore under the Women Entrepreneurship Platform. The initiative is expected to provide mentoring, financial linkages, and business support to around 500 to 600 aspiring women entrepreneurs, helping them establish and expand their ventures across the state.
