By Uttar Pradesh Chief Minister Yogi Adityanath has directed officials to prepare a comprehensive State Youth Policy aimed at addressing the evolving needs of young people and creating greater opportunities in education, employment, entrepreneurship, and skill development. The proposed policy is expected to provide a long-term roadmap for empowering the state’s youth while aligning government initiatives with future economic and technological demands.
Chairing a high-level review meeting on Thursday, the Chief Minister said the policy should be designed after understanding the aspirations of young people across Uttar Pradesh. He also suggested exploring the creation of an independent State Youth Commission to regularly assess youth-related programmes, monitor their implementation, and recommend improvements based on changing social and economic needs.
According to Yogi, the proposed policy should reflect the expectations of individuals between the ages of 16 and 35 years. He instructed officials to adopt a consultative approach before finalising the framework by seeking feedback from students, researchers, athletes, startup founders, professionals, and young citizens from different backgrounds.
The Chief Minister also directed departments to invite suggestions through public platforms so that the policy is shaped by real-world challenges and practical expectations rather than administrative assumptions. He emphasised that wider public participation would help make the initiative more inclusive and effective.
Highlighting the need for better coordination, Yogi said all youth-focused government schemes should function in a more integrated manner so that eligible beneficiaries receive support without unnecessary delays. He stressed that departments must work together to improve transparency and ensure the timely delivery of services.
The proposed Youth Policy will cover a broad range of areas, including quality education, skill development, entrepreneurship, innovation, employment generation, digital empowerment, healthcare, sports, leadership development, and cultural awareness.
The Chief Minister placed particular emphasis on preparing young people for emerging industries. He directed officials to expand training programmes in fields such as artificial intelligence, robotics, cybersecurity, drone technology, semiconductors, and other advanced technologies, saying these sectors will play a significant role in future employment opportunities.
To encourage innovation, Yogi called for the establishment of a stronger startup ecosystem across the state. He suggested setting up youth incubation centres in every district and creating an integrated digital platform that would offer career counselling, scholarship information, job matching services, and other employment-related resources through a single portal.
He also instructed officials to accelerate work on the proposed Sardar Vallabhbhai Patel Industrial and Employment Zone, describing it as an important initiative for creating new job opportunities and supporting industrial growth in Uttar Pradesh.
Reviewing educational initiatives, the Chief Minister said the Chief Minister Abhyudaya Coaching Scheme should be expanded further after its encouraging performance. He asked officials to explore extending the programme to universities and colleges while involving young IAS and IPS officers, along with subject experts, in mentoring students preparing for competitive examinations.
Yogi also noted that several reputed private coaching institutions have shown interest in establishing centres in Uttar Pradesh, adding that the state should take advantage of this positive environment to improve educational opportunities for students.
On sports infrastructure, the Chief Minister directed authorities to speed up the development of sports grounds in every Gram Panchayat, mini sports complexes in every development block, sports excellence centres in each district, and high-performance training facilities at the divisional level. He said sports play a vital role in keeping young people engaged positively and away from social problems such as substance abuse.
In addition, he instructed officials to expand modern libraries, study centres, and reading spaces across the state, ensuring that students preparing for competitive examinations have access to better academic facilities and learning environments.
