Congress workers wave black flags at Haryana CM; 18 cops suspended, two DCPs served notices

Gurugram: The Haryana government has taken strict action after Congress workers disrupted Chief Minister Nayab Singh Saini’s convoy in Gurugram by waving black flags. The incident has led to the suspension of 18 police personnel, while two Deputy Commissioners of Police have been issued show-cause notices over alleged lapses in VIP security arrangements.

Gurugram Police Commissioner Sibash Kabiraj ordered the action after reviewing the security breach. DCP (West) Karan Goel and DCP (Crime) Hitesh Yadav, both Haryana Police Service officers, have been asked to explain the alleged negligence. The police have also initiated a departmental inquiry into the incident.

18 police personnel suspended

Among those suspended are Civil Lines Police Station SHO Bijender Singh and the security in-charge of the West Zone. The suspensions have come into effect immediately.

Gurugram Police spokesperson Sandeep Kumar said a departmental inquiry has also been ordered against the Intelligence Officer. The police have made it clear that any lapse, whether caused by poor coordination, negligence or inadequate deployment, in arrangements for the security of a VIP will be treated seriously.

Officials said responsibility would be fixed if a similar disruption occurs and that departmental action would follow according to the rules.

No prior intelligence about protest

According to police sources, there was no advance intelligence input indicating that a protest could take place along the Chief Minister’s route.

More than 15 Congress workers, reportedly led by party’s rural district president Vardhan Yadav, were involved in the protest. Police personnel accompanying the convoy attempted to intervene, but the protesters had already moved close to the vehicles before they could be stopped.

Several people have since been arrested in connection with the incident. Those arrested include Shiv of Ghatola, Nikhil of Bhiwani, Anuj of Kanhai, Harkesh of Feroz Gandhi Colony, Aman of Patauda Chowk in Manohar Nagar, Rajiv Yadav of Krishna Nagar and Harendra of Tauru in Mewat district.

CM Saini was heading to startup event

Saini was travelling to a ‘Chaupal’ programme being held as part of the GEN-H Startup Summit 2026 at Gurugram University. He was on his way to the event after attending a meeting of the District Public Relations and Grievance Redressal Committee.

The security breach has now put the spotlight on the coordination and preparedness of the police units responsible for the Chief Minister’s movement. The disciplinary action against the personnel and notices to senior officers are expected to be followed by a detailed assessment of the security arrangements and the circumstances that allowed the protesters to approach the convoy.
