Haryana Moves Towards Fully Digital Land Registration with Paperless Registration 2.0

Haryana is preparing for a major overhaul of its land and property registration system, with the state government set to roll out Paperless Registration 2.0, a new digital platform designed to make revenue services faster, more transparent, and citizen-friendly.

The initiative aims to significantly reduce the need for people to visit government offices repeatedly for property-related work. Officials say the upgraded system will streamline registration procedures through technology, helping citizens complete much of the process online while improving accountability and reducing manual intervention.

As part of the transition, the Revenue and Disaster Management Department has launched a statewide capacity-building programme for revenue officials. At the same time, a special drive has been initiated to clear pending land demarcation cases, signaling the government’s broader push to modernize revenue administration.

According to Revenue and Disaster Management Department Financial Commissioner Dr. Sumita Mishra, the new platform has been built on an advanced digital framework that integrates several key services into a single system. These include online application submission, document uploads, Aadhaar-based authentication, e-signatures, digital payment facilities, real-time verification, secure data storage, and automated workflow management.

Officials believe these features will help simplify the registration process and reduce delays that citizens often face in property transactions. By digitizing multiple stages of the process, the government expects to improve service delivery while ensuring greater transparency in revenue operations.

To ensure a smooth transition, the migration from the existing Paperless Registration 1.0 system to the upgraded version will be carried out district by district. This phased rollout is intended to prevent service disruptions and allow officials to address technical issues without affecting citizens.

The department has also prepared detailed Standard Operating Procedures (SOPs) and user manuals covering every operational module of the new system. These documents are expected to guide officials and staff during implementation and help maintain uniformity across districts.

In addition, master trainers have been identified and trained in every district. These trainers will support field officials and employees in adapting to the new digital processes. Senior officials indicated that the training programme is likely to be completed within a week, creating the groundwork for the successful launch of the upgraded platform.

Alongside the digital reforms, the department has started a 10-day special campaign across Haryana to clear pending land demarcation cases. District administrations have been instructed to expedite the disposal of long-pending applications and closely monitor progress.

The combined effort of technological upgrades and faster dispute resolution is expected to strengthen public service delivery, reduce land-related grievances, and make revenue services more accessible for citizens across the state.
