India and Canada Seal 10-Year Nuclear Pact in Bid to Rebuild Strategic Ties

India and Canada have taken a decisive step toward rebuilding a fractured relationship, announcing a 10-year nuclear energy agreement and a renewed push for a comprehensive trade pact after high-level talks in New Delhi on Monday. The meeting between Prime Minister Narendra Modi and his Canadian counterpart Mark Carney marks the most substantive diplomatic breakthrough between the two nations in nearly three years.

What makes the development notable is not just the scale of the agreements, but the context in which they arrive. Bilateral ties had plunged to historic lows following allegations made in 2023 by former Canadian Prime Minister Justin Trudeau linking Indian agents to the killing of a Sikh activist on Canadian soil — a charge New Delhi repeatedly denied. Diplomatic expulsions, suspended visa services and a freeze in ministerial dialogue followed, pushing relations to the brink.

The newly announced nuclear cooperation framework centers on long-term uranium supply from Canada to fuel India’s expanding civil nuclear energy programme. Officials on both sides described it as a “landmark” arrangement that will also include collaboration on small modular reactors and advanced reactor technologies — areas seen as critical to India’s low-carbon transition strategy.

Speaking after the talks at Hyderabad House, Modi said the two countries were “natural partners” in clean energy, technology and innovation. He outlined plans for joint initiatives in artificial intelligence, semiconductors, supercomputing and renewable energy, alongside cooperation in defence, space and critical minerals.

Carney, on his first official bilateral visit to India since taking office, framed the engagement as part of Canada’s broader economic recalibration. With trade tensions and tariff pressures continuing to cloud Ottawa’s relationship with Washington, his government has been actively seeking to diversify export markets. India, one of the world’s fastest-growing large economies, offers both scale and demand — particularly in energy and advanced technology.

Beyond energy, the two leaders committed to accelerating negotiations on a long-pending Comprehensive Economic Partnership Agreement. While discussions have stretched on for over a decade and a half, both governments now say they aim to conclude the deal by the end of next year. Modi set an ambitious target of expanding bilateral trade to $50 billion in the coming years — a significant jump from current levels.

Yet, even as economic cooperation takes center stage, unresolved security concerns linger. Canada’s intelligence agency recently reiterated that its assessment of foreign interference threats — including from India — has not formally changed. Canadian Foreign Minister Anita Anand acknowledged that sensitive issues remain but defended the decision to re-engage, arguing that sustained diplomatic dialogue is essential for progress.

For both governments, the reset appears grounded in pragmatism rather than sentiment. India is seeking stable suppliers for its energy and technology ambitions, while Canada is eager to deepen partnerships in the Indo-Pacific as part of its long-term trade diversification strategy.

Carney’s visit, which began in Mumbai with meetings involving industry leaders and investors, will continue with stops in Australia and Japan — underscoring a broader Asian outreach.

Whether the reset proves durable will depend on how both sides manage political sensitivities at home. But for now, the nuclear agreement serves as a powerful signal: strategic interests, at least temporarily, have overtaken diplomatic discord.
