New Delhi:
Prime Minister Narendra Modi on Saturday delivered a pointed message to more than 61,000 newly recruited government employees: remember every frustration you faced as an ordinary citizen—and make sure no one else has to face the same hurdles once you take charge. Addressing the recruits during the 18th edition of the Rozgar Mela, the Prime Minister framed public service not merely as a job opportunity but as a responsibility to reform everyday governance from the ground up.

Speaking virtually from New Delhi to recruits joining services across 45 locations nationwide, Modi emphasised that meaningful governance reform does not begin with policy files in Delhi alone but with the conduct of officials at counters, desks, and digital interfaces that citizens interact with daily. “You now have the power to change what once irritated you,” he told the new entrants, urging them to convert personal experience into administrative empathy.

Turning Personal Experience into Governance Reform

The Prime Minister asked recruits to reflect deeply on their interactions with government offices over the past five to seven years—whether it involved delays, confusion, lack of clarity, or poor communication. These lived experiences, Modi said, should guide their approach to public service.

“Recall the moments when you or your parents had to run from office to office, when a small task became unnecessarily difficult, when you felt ignored or helpless,” he said. “Now decide that during your tenure, those same problems will not be passed on to other citizens.”

He underlined that reforms are not limited to large structural changes. Small, honest interventions—such as timely file movement, clear communication, and respectful behaviour—can significantly improve the ease of living for ordinary people.

India’s Growing Global Footprint and Youth Opportunity

Modi also used the platform to place the recruits’ appointments in a larger economic and geopolitical context. He noted that India is increasingly being viewed as a trusted partner globally, with trade and mobility agreements opening new avenues for employment and skill exchange.

“India is the only major economy that has doubled its GDP in the past decade,” the Prime Minister said, adding that over 100 countries are now investing in India. This growing international confidence, he said, is generating employment not only in traditional sectors but also in emerging industries driven by innovation and technology.

Reforms Need Honest Implementers

Highlighting what he called the country’s “Reform Express,” Modi said policy changes can succeed only when they are implemented with integrity on the ground. He stressed that the honesty and efficiency of government employees play a critical role in strengthening ease of doing business and citizen trust.

“Reforms are not just laws or announcements. They succeed when every government employee performs their duty with sincerity,” he said, urging recruits to adopt the principle of ‘Nagrik Devo Bhava’—treating citizens with the same respect reserved for guests or deities.

Jobs, Infrastructure, and the Startup Boom

The Prime Minister pointed to massive investments in modern infrastructure—roads, railways, ports, and digital networks—as a key driver of employment generation. These projects, he said, have created large-scale job opportunities across construction, logistics, and allied sectors.

He also highlighted India’s expanding startup ecosystem, noting that nearly two lakh registered startups now employ more than 21 lakh young people. Recent reforms in the Goods and Services Tax (GST), he said, have particularly helped youth-led enterprises and MSMEs by simplifying compliance and improving cash flow.

Labour reforms, Modi added, have strengthened social security while providing flexibility to businesses, creating what he described as a win-win framework for employers and employees alike.

Rozgar Mela’s Expanding Footprint

According to an official statement from the Prime Minister’s Office, over 11 lakh appointment letters have been issued through Rozgar Melas since the initiative was launched. The programme aims to fast-track recruitment across ministries and departments while reinforcing the government’s employment-driven growth strategy.

As the newly appointed recruits prepare to assume their roles, Modi’s message was clear: public service is not just about authority—it is about accountability, empathy, and removing the everyday friction that defines citizens’ experience with the state.
