Suvendu Adhikari Appoints Former EC Observer Subrata Gupta as Adviser After Taking Oath as Bengal CM

Just hours after taking oath as West Bengal’s first BJP Chief Minister, Suvendu Adhikari moved quickly to shape his administrative team by appointing retired IAS officer Subrata Gupta as his adviser.

The appointment came barely two days after Gupta was relieved from his role as a special observer by the Election Commission, where he had played a key role during the recently concluded Assembly elections in West Bengal. The official notification issued from Nabanna stated that Gupta’s appointment was being made “in the interest of public service” and would remain effective until further orders.

The move is being seen as an early signal of the new government’s focus on administrative efficiency and governance-driven decision-making. Speaking after the ceremony at Brigade Parade Grounds in Kolkata, Adhikari praised experienced officers who, according to him, were sidelined under the previous regime.

“In the earlier government, many capable and impartial officers did not get opportunities to work and eventually moved out on central deputation. We want such officers to contribute again and work for the people of Bengal,” Adhikari said.

Alongside Gupta’s appointment, the government also named IAS officer Shantanu Bala as the Chief Minister’s private secretary. Bala, a 2017-batch officer, previously served as Additional District Magistrate in South 24 Parganas and is known within administrative circles for his field-level experience.

Gupta had been closely associated with the Election Commission’s monitoring mechanism during the Bengal polls. Initially appointed as a special roll observer during the voter list revision process, he was later entrusted with broader responsibilities as special observer for the Assembly election.

The 2026 Bengal elections witnessed comparatively peaceful polling across large parts of the state, with authorities reporting fewer incidents of violence than previous elections. Election officials and observers had credited strict monitoring and tighter administrative coordination for the smoother conduct of the polls.

Sources familiar with the development said Adhikari held extensive discussions with Gupta soon after the election process concluded and personally offered him the adviser’s role. The Chief Minister is believed to be keen on bringing experienced bureaucrats into the administration as the BJP begins its first term in power in the state.

Gupta brings decades of administrative experience to the role. A PhD holder from IIT Kharagpur, he has earlier served as District Magistrate of Jalpaiguri and Burdwan and also worked with the West Bengal Industrial Development Corporation during a politically sensitive phase that included the Singur industrial controversy.

Political observers say the appointments indicate that the new Bengal government is likely to prioritise governance, infrastructure and administrative restructuring in its initial months.
