Haryana Approves ₹912 Crore Power Infrastructure Expansion, Strengthens Position Among India’s Best-Performing Discoms

Haryana has taken another major step towards strengthening its power sector, with the state approving additional electricity infrastructure projects worth ₹912.70 crore under the Revamped Distribution Sector Scheme (RDSS). The move is expected to improve power reliability, reduce technical losses, and support the growing electricity demand from households, industries, and the agriculture sector.

The decision was taken by the Distribution Reforms Committee (DRC) chaired by Chief Secretary Anurag Rastogi. The proposal will now be forwarded to the Power Finance Corporation (PFC) and the Ministry of Power for final consideration and approval. The announcement comes at a time when Haryana’s power distribution companies have emerged among the better-performing utilities in the country, recording significant improvements in operational efficiency.

During the review meeting, officials highlighted the sharp reduction in Aggregate Technical and Commercial (AT&C) losses across both power utilities. Dakshin Haryana Bijli Vitran Nigam (DHBVN) reduced its AT&C losses from 16.93 percent in 2020-21 to 9.54 percent in 2024-25. Similarly, Uttar Haryana Bijli Vitran Nigam (UHBVN) brought losses down from 17.21 percent to 9.33 percent during the same period. Both figures are substantially lower than the national average of 15.04 percent.

Officials also reported strong gains in billing efficiency, which increased from 82.95 percent in 2020-21 to 90.12 percent in 2024-25, outperforming the national benchmark of 87.59 percent. Collection efficiency has remained close to 100 percent, reflecting improved financial discipline and revenue management within the state’s power sector.

The newly approved ₹912.70 crore package includes ₹169 crore for loss-reduction works in the Palwal Circle, covering Palwal and Nuh districts. Another ₹414 crore has been allocated for the construction of 30 new 33-kV substations and the upgrading of 72 existing substations. Additionally, ₹329.70 crore will be invested in implementing Supervisory Control and Data Acquisition (SCADA) and Distribution Management Systems (DMS) in Hisar and other urban centres.

According to officials, the substation projects alone will add nearly 1,175 MVA of transformation capacity to the network. This is expected to significantly enhance grid reliability and improve power supply quality for consumers across sectors.

The introduction of SCADA and DMS technology will enable real-time monitoring and management of the power network. This will help utilities detect faults faster, restore electricity supply more efficiently, and improve overall consumer services.

Progress under the ongoing RDSS programme has also been encouraging. UHBVN has achieved more than 51 percent physical progress and over 50 percent financial progress in approved projects. DHBVN has recorded over 40 percent progress in both physical execution and financial utilisation of loss-reduction works.

Chief Secretary Anurag Rastogi stressed the need for timely completion of all approved projects. He said the investments would help create a smarter, stronger, and more reliable electricity distribution network, reinforcing Haryana’s position as one of the leading states in power sector reforms and infrastructure development.
