Haryana Emerges as Front-Runner in Digital Justice System

Haryana has emerged as the leading state in the country in implementing India’s new criminal laws, driven by rapid digitisation of police and judicial processes. State officials say the integration of technology across courts, police stations, and investigative agencies has significantly improved the speed and efficiency of justice delivery.

The state’s performance has placed it at the top of the national dashboard monitoring the implementation of the new criminal laws. Officials believe the achievement reflects years of investment in digital infrastructure and coordinated reforms aimed at making the justice system more transparent, accessible, and citizen-friendly.

At a state-level review meeting chaired by Chief Secretary Anurag Rastogi, senior officials highlighted key milestones achieved under the ongoing modernisation programme. Director General of Police Ajay Singhal informed the meeting that Haryana has been ranked first on the national dashboard tracking the implementation of the new criminal laws since June 7, 2026.

One of the most notable developments is the complete adoption of electronic summons by courts through the Court Information System (CIS). With all courts now issuing summons digitally, the state has taken a major step toward a paperless judicial system. The integration between police and court networks has also resulted in more than 90 percent acceptance of electronic charge sheets under the new criminal law framework.

Citizen Services Show Strong Performance

Officials said Haryana Police has also recorded impressive results in citizen-centric services. Through the state’s HarSamay Portal, the department has secured a perfect score on the Right to Service (RTS) dashboard.

More than 8.8 million citizen applications have been processed within prescribed timelines, placing Haryana Police among the state’s top-performing public service departments.

Chief Secretary Rastogi praised the progress made so far and directed departments to maintain the momentum. He emphasised the need to complete pending projects on schedule and expand the use of technology to make policing, investigations, and judicial services more effective and transparent.

₹34 Crore Approved for ICJS 2.0 Expansion

The meeting also reviewed efforts to strengthen the Interoperable Criminal Justice System (ICJS) 2.0. The Union Home Ministry has approved nearly ₹34 crore for Haryana to further upgrade its digital justice infrastructure.

The funding will support the deployment of modern equipment across police stations, prisons, prosecution offices, forensic laboratories, and courts. Planned upgrades include advanced desktop systems, UPS units, multifunction printers, QR code devices, video conferencing facilities, and LED display systems to improve information sharing across departments.

Modern Technology Strengthening Police Operations

State Crime Records Bureau Superintendent of Police Nitika Gehlot informed the meeting that several key hardware components have already been installed across the state. These include fingerprint scanners, biometric attendance devices, and video conferencing cameras.

Procurement of additional equipment is currently underway in phases as Haryana continues to expand its digital policing and justice ecosystem.

Senior officials, including Additional Chief Secretary (Home) Sudhir Rajpal, Finance Department Commissioner and Secretary C.G. Rajnikanthan, and HARTRON Managing Director J. Ganesan, also attended the review meeting.
