By The Haryana Government has unveiled a new policy to regularise unauthorised industrial colonies and industrial clusters that have been operating without official approval for years. Announced under the leadership of Chief Minister Nayab Singh Saini, the initiative is expected to provide legal recognition to thousands of industrial units while paving the way for improved infrastructure and planned development across the state.
The policy, issued by the Department of Town and Country Planning, aims to bring long-pending industrial settlements into the formal system. Officials believe the move will not only benefit entrepreneurs but also enable the government to extend civic amenities such as roads, water supply, sewerage, electricity and other essential services to these areas.
Under the new guidelines, industrial colonies spread over at least 10 acres and comprising a minimum of 50 industrial units will be eligible for regularisation, provided they were developed before October 3, 2025.
To streamline the process, every eligible industrial colony will appoint an “Authorised Person” who will submit a single online application on behalf of all industrial units. The application must include documents such as the layout plan, survey map, ownership records, proof of industrial activity, lease agreements, consent from the Haryana State Pollution Control Board where applicable, Fire NOC, factory licence and other prescribed documents.
After receiving the application, the Director of Industries and Commerce will conduct a preliminary verification. If all required documents are found to be in order, the application will be accepted and the regularisation process will move to the next stage.
The state government said the policy fulfils the commitment made by Chief Minister Nayab Singh Saini during the Haryana Budget 2025. By bringing unauthorised industrial areas under a legal framework, the government intends to accelerate infrastructure development and improve the overall business environment for industries operating in these regions.
The policy has been enabled through provisions of the Haryana Management of Civic Amenities and Infrastructure Deficient Areas Outside Municipal Area (Special Provisions) Amendment Act, 2025, which was notified on October 3, 2025.
Industry stakeholders are expected to benefit significantly from the new framework, as it offers a clear path to legal recognition while opening the door for better civic infrastructure, smoother business operations and long-term industrial growth across Haryana.
