By Haryana Chief Minister Nayab Singh Saini has announced that the state government is in the final stages of introducing a new Micro, Small and Medium Enterprises (MSME) policy aimed at strengthening industrial growth, boosting exports, and making it easier for businesses to operate in the state. The proposed policy, currently awaiting Cabinet approval, includes several measures designed to improve financial support, infrastructure, and ease of doing business for entrepreneurs.
Speaking during an interaction with representatives of the plywood industry in Yamunanagar on Saturday, Saini said the new policy has been prepared with a focus on enhancing Haryana’s competitiveness in domestic and international markets. He added that the government is committed to creating an ecosystem where industries can expand with greater confidence and efficiency.
According to the Chief Minister, the draft policy proposes increasing the annual export freight subsidy support limit from ₹10 lakh to ₹30 lakh per industrial unit. Industries that export more than 80 percent of their production are also expected to receive special recognition through the proposed Udaan Dwar Portal, which is intended to help businesses connect more effectively with global buyers.
The policy also seeks to extend the scope of the Mukhyamantri Vyapari Kshatipurti Yojana, allowing small traders and MSMEs to access affordable insurance coverage against losses caused by fire, theft, and natural disasters.
To further simplify the investment process, the government plans to issue land feasibility certificates within 45 working days. Saini said businesses applying for government incentives will receive 50 percent of the eligible amount within seven working days after preliminary scrutiny, while the remaining amount will be released within 45 days following detailed verification.
He added that entrepreneurs would receive 8 percent annual interest if eligible incentives are delayed due to administrative reasons within the Industries Department, reinforcing the government’s commitment to timely support for businesses.
Highlighting Yamunanagar’s industrial significance, the Chief Minister described the district as the plywood capital of both Haryana and India. He also praised the participation of Haryana’s plywood manufacturers in the 49th Dar es Salaam International Trade Fair held in Tanzania in July 2025, calling it a reflection of the sector’s growing global presence.
Saini said the state has established the SAKSHAM Fund with an initial allocation of ₹500 crore in the 2026–27 Budget to modernise industrial areas and transform them into world-class manufacturing hubs. The fund will also be used to upgrade industrial infrastructure in Yamunanagar.
To address concerns over the high cost of industrial land, the Chief Minister said the government has introduced a land-on-lease policy, allowing industries to obtain plots on long-term lease with the option to convert them into freehold property when required.
He also reiterated the government’s commitment to reviving Jagadhri’s metal industry. As part of this initiative, a Metal and General Park is being developed at Manakpur, where the revised layout includes more than 900 industrial plots measuring 250, 312, and 450 square metres, specifically designed to support the expansion of metal-based industries.
