CM Yogi’s Intervention Clears Promotion Hurdle for Over 100 PWD Junior Engineers

More than 100 junior engineers (JEs) in Uttar Pradesh’s Public Works Department (PWD) are now closer to promotion after an administrative issue on the Manav Sampada portal was resolved following the intervention of Chief Minister Yogi Adityanath. The problem had stalled the department’s process of preparing the eligibility list for promotion to the post of Assistant Engineer (AE).

The issue was brought to the Chief Minister’s attention by the Diploma Engineers Association, which had raised concerns over a technical gap in the National Informatics Centre (NIC)-managed Manav Sampada portal. Following the complaint, the concerned departments coordinated with NIC officials and got the issue addressed, allowing the PWD to move ahead with the promotion process.

The promotion of JEs to AE posts had been held up because the portal’s Departmental Promotion Committee (DPC) section did not provide an option for handling the promotion of employees with disabilities. As a result, the department was unable to proceed with the required promotion proposal despite the availability of eligible personnel.

After the association approached the Chief Minister, the PWD department head wrote to the Personnel Department, drawing attention to the problem. The Personnel Department subsequently took up the matter with NIC officials and worked towards correcting the portal-related issue.

With the technical hurdle now removed, the PWD has prepared the eligibility list required for the promotion exercise. The department can now forward the list to the state government for further action on the promotion of eligible junior engineers to Assistant Engineer positions.

The development has been welcomed by the Diploma Engineers Association, which expressed its gratitude to Chief Minister Yogi Adityanath for taking cognisance of the issue and helping clear an obstacle that had delayed the promotion process.

The episode also highlights how a technical limitation in an online administrative system can affect routine service matters for government employees. With the Manav Sampada portal issue resolved, the department is expected to move forward with the promotion process without the earlier procedural blockage.
